The American Rescue Plan Act of 2021 provides broad COVID-19 relief, including a 100% subsidy of COBRA coverage for certain qualified beneficiaries who have lost group health plan coverage due to an involuntary termination of employment or reduction of hours. The subsidy brings back memories of a similar program in 2009, and many plan sponsors and administrators will remember the accompanying administrative challenges. In this webinar, we will take a close look at the new subsidy, which takes effect April 1, 2021, and provide answers to the following questions:
Who is eligible for the subsidy?
When does the subsidy period begin and end, and can it end early?
What notices and forms must be provided and to whom?
How does the enrollment option for a different plan work, and is it required?
Who pays the premiums, and how are they reimbursed?
How does the subsidy interact with COBRA deadline extensions during the COVID-19 outbreak period?
